Rare story power rolls and affinity rolls

What the name implies. There may a be a specific list for rare powers later, or we admins may just roll randomly and give a character one who knows depends on the mood Razz

Now the rolls will be 1-100 we will be using http://www.random.org/ to get a rare power you must get a 1-30 any higher and you fail the roll.
Now there will be a time frame for rare power 20-50 for this will be when a character will truly be coming into there power. Above 50 is more of fine tuning. Now at 20 you can roll, you can only roll once every 10 lvls.

Rolls for rare affinities will be the same
Note rare affinities are like flower, moon, space ect.
